2008 Chair

Renee
Frauendienst is the Public Health Director for Stearns County
Health and Human Services.
Renee has a
Bachelor of Science in Nursing from the College of Saint Benedict.
Renee has worked in Public Health since 1988, when she took the
position of Disease Prevention Coordinator for Stearns County. She
was appointed the co-director of the Stearns County Public Health
Department from 1997-1998 then officially became the Public Health
Division Director in March of 1998. For the past 4 years, she has
served as the LPHA Membership Committee Chair and has served on the
LPHA Executive Committee. She has also participated on the LPHA
Legislative Committee. Renee has served in the past as the MICA
(Metropolitan InterCounty Association) Chair and has also served on
the MPHA Governing Council representing greater Minnesota. She has
served as a member of the SCHSAC since 1998 and on various SCHSAC
workgroups during her 18 years in Public Health. Locally, she
serves on various county and regional committees. Last year, Renee
was presented with the Jim Parker Leadership Award at the CHS
Conference. Renee lives in Kimball on 50 acres with her wonderful
husband, Clarence, a rabbit, a dog, three cats and 13 chickens.
They have been blessed with two children, a great son-in-law and 2 ½
grandchildren (the 1/2 is due March 4th).

2008 Chair-Elect

Cheri
Lewer is the Director of Public Health Services for Waseca
County and serves as the CHS Administrator for the Le Sueur-Waseca
Community Health Board. She
began her work with Waseca County 15 years ago as an Environmental
Health Specialist. Cheri directs the operation of a full-service
public health agency with sections of senior health, family health,
and environmental health. Cheri has worked on transitioning Waseca
County as a member of South Country Health Alliance, a county-based
purchasing project. As a result, the small, rural agency has
doubled in staff over the past 3 years.
As Director, Cheri serves as the Public
Health Preparedness Coordinator and has attended training in
healthcare leadership in Anniston, Alabama and numerous local
training opportunities. In December of 2006 a NACCHO grant brought
instructors from around the country to Waseca County to conduct a
2-day emergency exercise for local responders. Cheri has served as
SCHSAC representative for the Le Sueur-Waseca Community Health Board
for 10 years and has served on numerous SCHSAC committees. Locally,
Cheri has served on the United Way Board of Directors and the Waseca
School Board.
Cheri has a bachelor’s degree in
Biology and Education from Carroll College in Waukesha, Wisconsin.
She has completed master’s coursework at the University of Minnesota
in administration and environmental and occupational health. Cheri
lives in Waseca with her husband, David, and their 3 young sons.

Kathy Minkler
is the Director of the Isanti County Public Health Department and
the CHS Administrator for the Isanti-Mille Lacs Community Health
Board. Kathy has a Bachelor
of Arts degree from the College of St Catherine in St Paul with a
major in Nursing and Minor in Business. She has worked in local
public health for 20 years, all in Isanti County. Kathy has been a
member of LPHA (and the former Public Health Director's group) since
1992. She served as regional representative to Legislative
Committee from 2002-2006 and currently serves on the Membership
Committee. She has also participated in several LPHA and SCHSAC
workgroups. Kathy lives in St Francis with her husband and has 3
adult sons, 3 adult step-daughters and 6 grandchildren. Her family
has a cabin on Lake Vermillion in St Louis County, where they get
away as often as they can.

Treasurer

Rob Fulton has been
Director of the Saint Paul – Ramsey County Department of Public
Health since 1988.
He directs the operation of a large, full service public health
entity that focuses on preventing communicable disease, promoting
the health of children, youth and their families, protecting the
environment and reducing environmental health hazards, and reducing
chronic disease. He directs over 300 employees in a department with
a budget of $43 million a year. As Director, he serves as the
Public Health Incident Commander in the event of a public health
event. He has attended the FEMA training in incident management in
Anniston, Alabama as well as numerous local training opportunities.
Rob is the vice chair of the Minnesota Preventive Block Grant
Advisory Committee. He is a member of the Board of the Greater
Twin Cities United Way and serves on the Community Impact Committee
as chair of the Basic Needs Impact. Rob also serves as a board
member of the United Family Practice Health Center and Community of
Peace Academy. Rob has a bachelor’s degree in Psychology and a
master’s degree in Special Education and Rehabilitation Counseling,
both from the University of Pittsburgh. Rob and his wife have six
children and live in the Highland Park area of Saint Paul.
